Abstract:
"With an amendment to the National Historic Preservation Act of 1966, the Certified Local Government program was created to define a partnership between local governments and the National Park Service to encourage local preservation activities. However, the program has not been evaluated since its implementation in 1980 to assess the program’s management and goals. Sources referencing local preservation practices are limited to publications from the 1970s and 1980s regarding general recommendations for the execution of a specific preservation goal, while any modern literature relating to the CLG program is a series of technical documents, operational guidelines, and legislative analysis. Although this literature is highly valuable, the lack of a comprehensive study of the Certified Local Government program needs to be addressed. The continuation and growth of the CLG program automatically implies the system is successful, but the execution of the program has not been evaluated to determine if the CLG program is meeting its regulatory responsibilities and if the goals and operations of the program promote local preservation activity or simply support the federal preservation agenda. This thesis assess the current operating conditions of the CLG program by reviewing the program requirements and evaluation procedures as defined by the National Historic Preservation Act and the Historic Preservation Fund Grants Manual, while also comparing the activities of CLGs to local preservation and federal preservation initiatives. Currently the National Park Service does not meet its regulatory requirements in maintaining the CLG program, and the program itself does not encourage local preservation activity outside of the federal requirements. These issues can be overcome while still maintaining the inclusivity of the current program’s operations."
